Cause he can send packets and mine and his ddos arent coming from our home internet its going from a datacenter somewhere in netherlands and russia

He still recieves packets from trusted sources but if there unknown packets the router will rejected the connection

How i would explain it would be almost identical to how u explained it but i would say Your router has a admin ip for ur control panel and a ip that talks to the internet and everything thats connected tp the internet shares the same ip but the devices also have their own ip which is a external ip that tells the router what that device is but everythings falls over the same public ip
